Why does Telegram Premium cost a different amount in each country?
Because in-app purchases are priced by the app stores, not by Telegram. Apple and Google let a developer set a price tier per storefront, and Telegram — like most subscriptions — uses local tiers that track purchasing power: North America and Western Europe sit at the top, Turkey, India, Pakistan, Kazakhstan, Nigeria and similar markets near the bottom. On top of that, both stores take a commission of up to 30% on every subscription sold inside the app, which is baked into the in-app price. Telegram says so itself: Premium bought through its web checkout or through Fragment is cheaper than the in-app price precisely because the store fee is not there. So the "cheapest country" for Telegram Premium is really a question about which storefront tier your account is billed on — and whether you can avoid the storefront entirely.
Which countries have the cheapest in-app price?
The exact lira, rupee or tenge figures move with exchange rates, so treat this as a tier map rather than a price list:

The bottom tier looks tempting, but it is only reachable if your Apple Account or Google Play profile is set to that country, and both stores require a payment method or a gift-card balance from that region to complete a subscription. For Telegram Premium it is a poor fit: Google Play regions can be changed only once a year, an Apple region change requires zeroing your balance and cancelling subscriptions, and a Telegram Premium subscription then renews on that foreign storefront every month.
Why does switching your app-store country usually fail?
Three things go wrong in practice. Payment: the foreign storefront rejects your home bank card, so you need a gift card or a local card for every renewal, not just once. Lock-in: Google Play allows one region change per year and keeps your existing subscriptions on the old profile, while Apple makes you spend your balance to zero and lose region-locked apps before switching. The fair conclusion: region-switching is worth it for Apple services with gift-card support, and not worth it for a $5 Telegram subscription.
